2018 Healthcare Flexible Spending Account (FSA)

A Healthcare FSA is a great way to save money on health care. You can set aside pre-tax dollars to pay for eligible out-of-pocket medical, dental and vision expenses that are not reimbursed by a Dominion Energy benefit plan or from any other source.

  • Minimum contribution: $120 per year
  • Maximum contribution: $2,600 per year
  • You can be reimbursed from your Healthcare FSA up to your total annual contribution amount, regardless of the actual balance in your account.
  • You can have a Healthcare FSA if you elect medical Option B or C, or waive medical coverage through Dominion Energy.
  • In medical Option A? You cannot participate in a Healthcare FSA.
  • You can’t use the Healthcare FSA for domestic partner expenses.
  • Dominion Energy does not contribute to this account.
Eligible Expenses Expenses That Are Not  Eligible

Examples of expenses that can be reimbursed:

  • Medical, vision and dental expenses
  • Deductibles
  • Copayments
  • Adult and children’s orthodontia
  • Over-the-counter medications, with a doctor’s prescription
  • Chiropractic visits not covered by the medical plan
  • Saline solution and contact lens cleaners
  • Procedures or expenses that are medically necessary and not covered by a medical plan, such as orthotics and hearing aids
  • Doctor prescribed weight loss programs
  • Lasik surgery
  • Fees for smoking cessation
  • Acupuncture

The IRS lists these non-eligible expenses:

  • Cosmetic procedures
  • Personal health or life insurance premiums
  • Your contribution rates (payroll deductions) for medical, dental and vision coverage
  • Procedures or expenses not medically necessary
  • Fees for health clubs or gyms
  • Fees for weight loss programs not prescribed by a doctor
  • Over-the-counter medications, if you don’t have a doctor’s prescription
  • Health care expenses incurred by a domestic partner

Eligible Over-the-Counter Medicines 

Most over-the-counter (OTC) medicines and drugs require a written prescription from your doctor to be reimbursed through an FSA. But, there are many OTC items that do not require a prescription for reimbursement:

  • Bandages, elastic bandages and wraps
  • Braces and supports
  • Contact lens solution and supplies
  • Denture adhesive
  • Diagnostic tests and monitors
  • First aid supplies
  • Hearing aids
  • Insulin and diabetic supplies
  • Reading glasses
  • Wheelchairs, walkers and canes

Auto Claim Filing

No claim forms! Sign up for automatic claim filing and most of your out-of-pocket expenses are paid automatically from your Healthcare FSA.

You can enroll for automatic claim filing if you’re enrolled in Dominion Energy medical Option B, Option C or the Dominion Energy dental and/or Dominion Energy vision plans.

To sign up, complete an FSA Auto Reimbursement Authorization Form. You must sign up each year during January to have auto claim filing.

Grace Period to Incur Expenses

Use all the funds in your account by March 15 of the following year, which includes the grace period.Claims incurred through the grace period and postmarked by April 30 can be processed for reimbursement using the previous plan year’s FSA balance.

For example, if after December 31, 2018 you have funds remaining in your 2018 Healthcare (and Day Care) FSA, you can incur expenses until March 15, 2019.
